Advice:

Now you will be able to enter this Merlin (on top of page). Your tank is fine and you can move, but you only do 100dps…which isnt a problem, because the longer you stay on field, the longer you can do damage. Who intends to skill on should focus on the following skills:

Right here you can exclude the „current“ rigg and add another „Small Anti-EM“. Afterwards you focus on your damageoutput:

Now you have mastered the Merlin within 87d 17h 51m! Sounds like a lot of skillpoints for one little ship, but believe me if I tell you that this isn’t a waste of time. Because with all these skills you will be able to master all ships with ‚Small Hybrid Weapons‘ and ‚Shieldtank’…you only need to skill the Hulls now which only takes you another 11d to max it. For example, ‚caldari destroyers‘ (cormorant), ‚assault frigates‘ (harpy)…you also can switch over to gallente frigs by raising your armorskills. Then you will be able to fly ‚incursus‘, ‚federation navy comet‘, ‚enyo‘, ‚catalyst’…so by skilling one ship of a class in its basic skills you will be able to fly equalclassed ships very soon.
